Thinking about paddling from Mowat Landing to Maple Mountain and return by sea kayak (17'). Besides the dam portage, are there any other portages or liftovers, or nav issues?

Nope. Kayak should be good on that route.
The short river section into Tupper lake can have low water issues, but you can wade a kayak as easy as a canoe.

Pretty positive when we paddled it last year we saw a guy solo paddling on his kayak coming back from there. He looked happy! Just the usual expect big water.

Was just there last week. It could very easily be done in a kayak. In fact, if the wind is up on Lady Evelyn, it might be better. The water levels on the creek into Tupper were high. Only one liftover at the end on the large beaver dam that basically creates Tupper Lake. Enjoy your trip. The views on Maple Mountain are worth it.
