Sorry if this one has been covered before. The CCR Search function didn't find it.

Dating as it does from 2001, of course this is old news.
I accept that the MNR is between a rock and a hard place, and likely it is underfunded, but is the criticism still valid?

Dear Mr Speaker

In accordance with section 58(4) of the Environmental Bill of Rights, 1993, I present the attached Special Report of the Environmental Commissioner of Ontario for your submission to the Legislative Assembly of Ontario.
I am reporting that the Ministry of Natural Resources (MNR) is thwarting public participation and public scrutiny of environmental decision-making by effectively blocking the final steps in a legal process set out in the EBR. I see the need to issue this special report to respond publicly to the long string of broken promises that MNR has made to my office since 1995.

From what I know … the Environmental Bill of Rights was passed in Ontario in 1993. Bob Rae established the Office of the Commissioner the following year, the Office reports directly to Legislature (and not individual Ministries). In 1999, Mike Harris and Progressive Conservatives attempted to abolish Office, but were unsuccessful. Harris appointed the current commissioner, Gord Miller, who continues to remain in the post.

In 2007, the Office of the Commissioner produced it's seventh report: "Doing Less with Less: How shortfalls in budget, staffing and in-house expertise are hampering the effectiveness of MOE and MNR." Report mostly focuses on erosion of funding, staffing, and cuts in expertise. So concerns still abound.
