Was on the Tobique river last June. There was what appeared to be bits of white paper floating about and the river was somewhat cloudy. Upon inquiring, it appears it's been infected with Didymo (nicname). The theory is that it came from New Zealand in cork soles via boat .Then used on shoes/boots mainly by fly fishermen. First appeared in the Miramishi then transported to the Sissoon reservoir. They think someone used a canoe on the Tobique that was used in the reservoir. I washed the hell out of my canoe, paddles, boots and anything I thought touched the river as I didn't want the glory or gory of transporting it back here. It was such a pretty river... I didn't swim in it this year, although it's said didymo is harmless to humans...

Do they look like slim rectangular paper shreddings - maybe 1 - 3" long? We some them on beaches in New Brunswick and Cape Breton.

It's more a native of Europe than NZ, with the euphemistic name of "rock snot".
Never heard of it in saltwater though, unless there are other species of Didymo.
